Hi Ged and welcome to Green Blog! It's always nice to meet new people who are trying to make a difference despite the floods of bad news. Your city community concept sounds interesting, and I really wish you all the luck with it. If you don't mind some friendly advise, I would recommend building it using either BuddyPress or IPS - they are great tools for creating communities.
